Ok, I think I found out what is causing the problem. We had the card rates set manually to lower the transmit power. We are using SR5s so if we set the rates to "default" the signals return to normal.

It was never explained how this was really done. Even with 4 routerboards on each end and two radios in each, that's still 45Mbps per radio. I've never seen that performance on a routerboard.
