Are you sure it's a /23 network? 192.168.50.0/24 and 192.168.53.0/24 can't possibly be in the same /23 network... For them to be in the same network it would have to be a /22 at least.

Just setup PCC load balance for 2 ISP connections. This issue happened to be related to one of my AP's in the WDS had a firewall rule that should not have been in place, removed this rule and Voila!!!
Things work great now!
