I've used a variety of routerboards down to -30 with no issues - IF THEY WERE OPERATING PRIOR TO BEING SO COLD. I have had numerous issues deploying a fresh board in -20 temps. Warming it with a heat gun solved the issue and it ran fine afterwards.

Mikrotik doesn't have anything to do with it. The Ubiquiti XR3.7 cards are only authorized (currently) for use between 3650 and 3675 in the US. In a nutshell it is still a CSMA radio. Not even Motorola, Alvarion, or others are shipping unrestricted access systems in the US - there is no demand for it.

I haven't tried "on association" per se, but you can certainly dump users into a .1x environment where no ip connectivity is allowed until the "user" is "authenticated" via some means. I support networks where simple mac auth is used for similar purposes to yours.

Depending on the config of your circulator, the bandpasses may be moot as well, though they can't hurt (given the link budget you should have).
