As there is no 89.19.xxx.xxx IP address configured on the local interface, you are not able to set it for /ip hotspot user. There should be address from 192.168.244.1 network in /ip hotspot user. not sure about that, why do you need this? I am happy also with the initial version. But if I would take the current IP directly out of the database or if I could directly request the dyndns.org mailserver than I would get the really currently address - device independent.
