Also read this to understand simple queue behavior http://forum.mikrotik.com/viewtopic.php?f=2&t=64755. Hope my recommendations will help you.

Re: Queues doesnt see upload traffic (possible bug ?)

As you can visibly understand from attached video, on interface PPOE-serg we have some traffic about 10 megabits per second, for now doesn’t matter download or upload, and we do not see this kind of traffic in dynamically generated query PPOE-serg, neither download or upload. In your case TX is your upload traffic (traffic that goes out from pppoe interface) and RX is your download (traffic that incoming to pppoe interface), try to understand this.

If you use NAT on your router then for pcq upload queue you're must use global-out or global-in interface, not real outgoing interface. In what case used global-in or global-out interface depend of your mangle rules.

about response times - only type and size of parent queue (in case of hierarchical queue tree ) affects to response time, set type of parent queue pfifo and very small size or zero and you're see results (type of leaf queues set as pcq and any size - it doesn't change anything)

I think you must place prioritization queues separate from other queues and place them in global-in tree, scheme of the tree will look something like this:

prio1 queue

prio2 queue
