We run The Dude client in a Terminal Server - since the update to 6.46.4 we just get "getting stuff" (Window Server 2016 - fully patched)
I have a VM with Windows Server 2016 Fully Patched and The Dude works fine ...

Yes, you can install the Mikrotik without using DHCP
Obviously, you'll need to set the static address of the Router to the same gateway as statically configured on your Network Clients.
