Upgrade from 6.13rc23

I've installed 6.13rc23 for testing on one of my x86 routers.

I cannot upgrade nor downgrade it now

Tried different versions, 6.13, 6.7, 6.14rc25

What should I do now? Reinstall?

This problem exists with all rc versions, or only with mine?

This was a bug in this specific RC version. Normally this doesn't happen
