Problem with "Managed" tab. When I close main winbox window with managed tab opened everything is OK.
But when I close it with Neighbors tab opened. Open winbox again, switch to Managed tab I see only 19 of 31 devices.
Closing with managed tab opened, opening winbox again, now i see all 31 devices.

use official winbox 3 topic and not open another.
