ros Why not remote startup and shutdown.

As stated, many computers now support remote boot.

A router or switch is always working... Not needed to switch on/off... : /

I think where mikrotik designed routerOS to be used wasnt exactly a placed you'd turn off anything. There wasnt any thought into power saving such as the idea of turning off the networking equipment if a particular section of a place is deserted and everything is turned off or changing frequency during runtime.
