try to communicate your Radius Client with Userman first..
then give each of your user a different username-password that u had added in Userman..that will do the work :)

force your lan to DHCP[hotspot] than userman as manager for..

Probably, the following example will help you to use User Manager for DHCP leases,

free-memory: 60392kB
total-memory: 95344kB
cpu: "AMD-K6(tm)"
cpu-frequency: 450MHz
cpu-load: 17
free-hdd-space: 1939020kB
total-hdd-space: 2019544kB
P.S.
I split, and need to split after local from overseas traffic

I suppose it is not possible, you need to use mangle and queues on the router to accomplish the desired scenario.
