OSPF issue thru IP Tunnel

Hello everyone, I am looking for some assistance with OSPF routing via an IP Tunnel connection.

Equipment: RB450 (both ends)
RouterOS Version: 4.10 - LVL5 (both ends)

rb450 (Site-A) <> {internet} <> rb450 (Site-B)

At this time, there are no firewall rules or NAT rules on either device. Both devices are connected to the same "network" in this testing config.
I can get the IP tunnel to come up and traffic to route with no problems when I use a static IP route. When i convert to a OSPF route propagation, the
routing table constantly populate and drop. (see attached debug logs).

At this point, it appears there is a bug in OSPF, but I can't prove that as of yet.
