Tunnel or not to tunnel ospf radiusmanager

Hi

I have a wireless network running ospf with radiusmanager. my whole network runs in a circle so all router connected together. Clients connects to AP routers via pppoe server, authenticates to radiusmanager...no problem. However when they reach there data limits they do not get disconnected when radiusmanager send instructions on port 1700 udp. I think the reason for this is because when the instruction comes from the radiusmanager to drop pppoe client it comes from the ip of the router just in front of it and not from Radiusmanagers IP which is connected to a router on other side of the spectrum via ospf.

My question is, what would be the best way to achieve the full working operation of radiusmanager on the ospf network.

I was thinking of tunneling each router to the radiusmanager router? If this is the way how would i do this? mpls vpls? IPIP?vpn? what would be the best to run on the ospf network.

Any suggestions?
