Question about OSPF over VPN interfaces

I have the configuration from the attached image.

ON R1 - RB450G - I have a PPTP server and a OPENVPN server
ON R2 - RB450G - PPTP client and OPENVPN client
I run OSPF over the VPN interfaces ( on the server and on the clients )
I have a vpn with PPTP over FO , and a VPN over OPENVPN on the internet.
I run OSPF on R1 and R2 on the VPN links.

I want that the OPENVPN link to be a backup link for the ISP FO ( which broken 2-3 time per year for 1-2 day - it is 25km long), the problem is that I can't ( or I don't know how) set the distance on the virtual interfaces that are created on the R1 - router ) ( OVPN and PPTP ). It one of the link fail , it will be created with the default 120 metric , and I don't now hot to change that metric.

So if the FO link broke and then it is restored the PPTP VPN is considered backup link and not the main link as it has to be.

On the client ( R2 ) I don't have this problem because the interfaces are not dynamic created even that there are not connected they keep the metric after the fail. ( in /routing ospf interfaces )

Any idea , or other solution ?

(FO- fiber optic link over my ISP , it link my R1 and R2 routers over the ISP network , not over internet ).
