Dual Edge Router - Local/International vs Multi destination

Hi guys,
I want to install a dual edge router array in my company, and I would like to know if you've any suggestion about my options. We've 2 Gigabit local connections (just national bandwidth) and 2 Fast Ethernet Transit connections.

Alternative A

Router A only handles local traffic (2 x Gigabit interfaces, we receive local routes via BGP) and Router B handles all other traffic (default route - 2 x Fast Ethernet connections). The main advantage I see using this method is that I can easily assign different bandwidth limits for national and international bandwidth to each user within our network.

Alternative B

Both Routers have all destination, i.e. Router A has one local Gigabit connections plus a 100Mbps IP transit connection, and same thing for Router B. And then I balance traffic between routers using prepend on BGP filters. In my opinion this is a good strategy case we'll have better redundancy, but won't be so easy to give different bandwidth for national and international destinations.

I know there're some ways to limit traffic using address-list, but the main issue I've is that Local CIDRs are dynamic, so I don't want to update it every week.

Any suggestion or opinion?
