you have to run RouterOS in full virtualization environment that is supported by XEN. Performance should be comparable with all the rest of virtualization management systems out there. Just check if virtual devices are supported by RouterOS. On the other hand, running RouterOS as KVM guest should not cause any problems as virtio devices are supported by RouterOS, since RouterOS uses KVM to run guests.
