Bandwidth Limiting

I have just started using MikroTik RouterOS 2.9.46 as a bandwidth manager for an ISP. I notice that when I create a queue and set the limit to 64kbps for example, as soon as that particular user opens a browser and the download rate hits 64kbps the link becomes congested.

I need to set the capacity for a user not the maximum speed of utilization. Can anyone assist?

You might want to upgrade RouterOS... What you need to do is mark packets for the particular user you want to limit and apply a queue to those packets only.

I am having a similar problem, I want to limit all users so that everyone gets a fair share of the bandwidth, however I am not sure how to do this. All I have been able to do so far is limit each user individually or limit the overall bandwidth allocation. Can anyone help me limit the allocated bandwidth for each individual user without setting up an individual limit for each ip address separately?

You might want to upgrade RouterOS... What you need to do is mark packets for the particular user you want to limit and apply a queue to those packets only.
Since you are using an early OS version, I suggest you do not upgrade to the 3.X or 4.x OS if you are using a RB133, or any RB1xx series. Many hard luck stories on this forum on this subject. V2.9.51 is as far as I go.

Thank you Chupaka. I think I may need a new Routerboard, I set up my queue to limit all IP's within a given range with the same amount of bandwidth (128Kbs per IP) but for some reason doing this slowed the whole network down more than when certain bandwidth hogs were using all of the available bandwidth. I am not sure what the problem is but I think it may be the CPU on the routerboard itself, I am going to try running it again with PCQ and see if that helps at all. Any thoughts on what may be causing this issue?
