Hi.. i want write this for these who have same problem as i had..
so..
I had this problem. if i did downloading something with bandwith 10M and another thing uploading with 15M I had a little mess in Queues

I had
TOP which parent is global-in and pack. mark was "Tapka"
and TOP2 which parent is global-out and pack. mark was "Tapka" too

in TOP i had Avg. rate 10M
in TOP2 i had Avg. rate 25M

I didnt know what problem is in this thing.. and a little bit later (1-2 years ) i solved it
TOP and TOP2 have same packet mark.. Tapka..

In firewall mangle now i have this set:


Where
54-57 is mark routing for switching into another Net interfaces or for own NLB (ip add list)
58,63 is change DSCP for change my public IP Address.. who want i can share it with scripts for change it
60,61,62,65 is just accept.. i need it for avoid counting packet for "ERROR" mangle
and now important 59,64 mark packet.. where you can see another new packet mark.. when there queues doesnt work i had in these mark packet same new packet mark.. which is point of the problem..

Now i have in queue

TOP global-in p. mark Tapka
TOP2 global-out p. mark Tapka2..

exactly if DL bandwith is 10M too and UL is 15M too
my queues will look this
TOP 10M
TOP2 15M

It's working.. Hell yeah..
for those who dont know why i have problem with this or why im using it: Im behind double-NAT
