To explain, our network has a bunch of customers on fiber and with our current situation there are a few of the customers that have maxed out the pipe on different occassions. The goal here is to
utilize the mikrotik as a switch to be able to set Queues to traffic shape these users. We don't want the mikrotik in router mode, just simply a switch, as all of the downstream users from it have IP that have been statically assigned. The question is can the mikrotik be set into switch mode and still be able to manage the users in queues????

No. To utilize queues you have to use bridge.
