I have 2 ISP providing me with a link. With the MT box will I be able to accept both links so they come out as one with failover capabilities? as well as load balancing?

With new RouterOS just put two gateways in default path. If one has more bandwidth then enter twice. You can tell to check gateways with ping. It switch to other if it does not receive reply.
