really simple qos

I have an asterisk box sitting in a colocated facility 199.x.x.x
(It also has an internal ip, which is what I'll switch to after I'm sure I understand the flow. I'm using the public, as it otherwise goes through an encrypted which makes it hard to troubleshoot.)

We have a bgp routed wan.

Segments are:
192.168.10.x
192.168.11.x

etc

Since all traffic bound to that ip is voip traffic, I just marked all udp traffic to that ip as VOIP.

The mangle rule is simple and works fine.

My question regards queuing.

I created a queue tree with a priority of 2, and I can see the packet counts increment.

What I'm unclear on is whether I'm done, or if I need to create another queue for everything else with a lower (numerically higher) priority.

From the docs, it would seem that once I assigned this queue to ether1, the default queue for ether1 is ignored, and with only a single queue, I'm not prioritizing anything.

Is that correct?

Can my other queue be as simple as marking traffic to !199.x.x.x as OTHER, and assigning OTHER a lower priority?
