Is there a way to execute a command like /tool sms send "xxx" message="xxxx" over http like http://IPMikrotik/something?username=xx ... l/sms/send....

No, for 'not in a sane and scalable fashion' values of 'no'.

But look up the API on the wiki, as it probably can be used for whatever your purposes are.
