I am trying to conceptualize a way to offer one of the following scenarios and am not sure of the best strategy:

A - Clients all get a guaranteed 2mbit download speed. If there is extra room on a 20mbit gateway, they can have 3Mbit. I want to use PCQ so I do not have to create manual rules for the thousands of IPs this will eventually support. (Processor Power is not a problem)

B- Clients all get a guaranteed 2mbit, but can burst. My understanding is that pcq wil not support this.
