I have been looking for a script that shows the user that has not payed that he has not service dued to Payment Problem. So that when they try to access Internet they will only see that page explaining why they can not access.
Can you give me a hand with it.

You do not need script for that, what you need is a simple page on a web server towards whom you will redirect all these customers.
