I have fallowing setting starting from my computer and IPs will make clear what is connected to what(the IPs on the same subnet are connected(all subsets are 255.255.255.0):

- my computer connected to LAN of buffalo router

-Buffalo router:
Lan: 192.168.10.1
WAN: PPPoE from Mikrotik intel PC (192.168.5.200)

Mikrotik intel PC with hotspot and PPPoE
LAN: 192.168.2.1 (hotspot)
WAN:192.168.1.2

Mikrotik router board (used as dual wan router)
LAN: 192.168.1.1
WAN1: 192.168.9.2
WAN2:192.168.3.2

Modem 1 (ADSL)
LAN:192.168.9.1
WAN: IP from ISP

Modem 2 (3G)
LAN: 192.168.3.1
WAN: IP from ISP

the internet is working (with the speed of two line combined) and I can access all devices in all layers except the two modems. Going to the pages of he modems are very slow. How to correct this?
