It is what it says. License doesn't support upgrading to v5. Check what you have in these menus:
/system package print
/system license print

first, upgrade to v4.17, then see if you can upgrade to v5

After upgrading seems it works but the CPU freeze to 100% but the packets in and out no problems

check menu: "/tool profile print" and see which process takes up CPU.
