i have RB450G and 160+ queue rules on it, resulting 100% cpu usage on the RB450G most of the time. is this normal? because i have a x86 RouterOS which handles more than 200 queue rules, and the cpu usage is less than 20%.

You can find the real cpu usage of each part of router with this command:
/tool profile
with this command you can see the real cpu usage from each part,and you can find best answer for your question.

That is quite alot of queues and its entirely possible you are maxing the CPU out depending on how much traffic is going through them. Are they simple queues or is it a queue tree?
Remember that the RB450G only has a 680MHz CPU although you can overclock it to 800MHz if you feel comfortable doing so.
Have you tried using the profiler tool to see where all the CPU is going?
