I have downloaded the latest Android WinBox app. I want to be able to set my rb450g to recognize the MAC address of my Android and allow Winbox management. I have locked the box down by IP, but from a mobile device I never know what the IP will be.

Any help out there?

Mac-Addresses are not passed over the Internet, only within a single network. You could allow your entire ISP range in your mikrotik. You could change the winbox port. You could get fancy with dyndns on the phone and a script on the mikrotik that looksup the dyndns and inputs it into an allow rule, etc.
