Router with DSL or Cablemodem - traffic shaping

For supporting either a home or small office - is there any reason to setup queues on the LAN side to limit download speeds? Should the only queues be on the interface connected to the modem? My goal is to:

1. Maximize efficiency and throughput - take full advantage of whatever bandwidth is being provided by the ISP.
2. Make sure there is enough available bandwidth for critical services (VoIP).
3. Make sure bandwidth hungry connections get all the can when nothing else is active (torrent, http, ftp) - but make sure that new connections have a minimum connection speed (email, non-file transfer http).

Hi dalami,

In my experience the best thing to start doing QoS on is the upload rates of any users on a local lan segment.
Most home/offices have much lower upload speed than download and maxing out the upload restricts the downloading that can take place.

I think you'll find most users don't spend a lot of time uploading (unless it's torrents or video media) and even then that sort of upload is not time sensitive so can be speed restricted.

So, TL;DR try restricting the upload for lan clients to say, a 3rd of the maximum speed (less if you have more than 10~ users) and see how things go from there.
