There is two different local networks including 192.168.1.0/24 and 192.168.3.0/24
I want to limit internet bandwidth of users while no limitation on local transfers rates(i.e. between local users).

I used "simple queue" with "mangle" (packet marks) but it just limit sending (upload) and there is no limitation for receiving (download).
Then I used "queue tree" with "pcq" and "connection mark". But there is a new problem. The received rule does not work (it means I could not limit 128KB receiving while 64KB sending, both of them are limited just based on first rule i.e. sending rule).

Could any one tell me how can I apply this rules to the networks?
