I want to know if is possible to limit the walled garden in hotspot, and if is possible how can I do it?

Don´t add anything, or better add everything (or a selected address) with reject?

I only want to limit bandwidth for users which aren't logged in on hotspot, but that use only a walled garden site list.
There is a rule for this?
