I am trying to reuse a radius server, that is currently used for hotspot access on a second hotspot project. What I would like to do is to limit a group of users to only be able to authenticate on hotspot1 and another group of users only to authenticate on hotspot2. Is this kind of setup doable with only one radius installation?

Yes. I use it. It requires a setting in the radius server and in the hotspot profile.
Then in the radius server radcheck table, use
UserName Attribute op Value
myuser WISPr-Location-Name == LocationA

If no WISPr-Location-Name is specified for a user in the radcheck table, then that user can login anywhere.
