Does the Hotspot need to have access to the internet in order for it to be able to redirect all internet requests to the log in page?

Because I am trying to setup a hotspot so that when users connect to the network and try go on the internet it will show them MY hotspot login page? But thee device running the hotspot will not have internet access?

I know the router must have access to dns, or it won't redirect to the login page. The hotspot clients don't need it. It doesn't seem like much of a challenge to limit them with the firewall by src-address.
