I have big problem with Mikrotik Winbox 2.9.1 in my Server I have 2 interface that each one link to the Dslam and users connected from pppoe connection to the server in one of my interface pppoe only I have a problem as below and another work probable I add 2 pppoe-sever list :
PPPOE connection established from xx:xx:xx:xx:xx – mac address of the user client
<pppoe-0> : waiting for call
<pppoe-0>: terminating
<pppoe0>: disconnected
I checked every thing but I couldn't success
plz help me

First I hope you have a typo in the version. 2.9.1 is very old. Maybe 2.9.51?
Does the dslam or ethernet clients work properly? Are you using radius? If so you may have some reject logs in your radius server.

First check that you have a PPPoE service on each interface:
--- In webmin ppp then click pppoeserver button then make sure you have a service for each interface.
It should not be on a bridged interface.

Next check for the correct Authentication type. I do not use a dslam so I do not know what DSL uses but my true pppoE clients can connect when I have pap and chap checked.

Then I would compae you ppp profiles. If they use the same profile maybe try adding a profile for the bad connections and changing the compression settings.
