532r3_if eth cable plugged in at boot, the port get disabled

Hello Everybody!

I have a question, hope I can get answer to it.
I have an RB532r3 (''old'') board, this is my first board, so I don't know that I sow is normal or not. When I connect a device (modem, switch or PC) to the ethernet1 (POE) port, and turn on the board, the leds at the connector (green and orange together) blink once (I think, that means the port is initialized), and after the port stay disabled (leds off). No network connection. The other ports, ethernet2 and ethernet3 are working without problem. It is very interesting, that if I don't connect any device to ethernet1 port, when the board is booting, after the port is working without any problem, no ping lose, bad packets, or bad led indication. If I make reboot and the cable is steel connected during boot, the problem is the same. It has version 4.6 OS. I upgraded to 4.17, but no change. The BIOS version is 2.18. Isn’t seems like hardware error. What can I do, upgrade, downgrade, configuration, is these normal?
