RB450G V5.7 CPU USAGES SHOW 100%

Hello
My Router Board 450G V.5.7 currently running 15mbps full duplex average rate 10mbps down 8mbps up with default route. But Router Board CPU usages show 90% to 100%. I am using porn 1 for WAN and port 2 for server port 3 is master port of port 4 and 5.
I don't know exactly but i am getting network congestion. ping loss from internet.
Could you please tell me what is the reasons?

NB: Use mangle prerouting and forward rules for all individual ips packet marking. Also use Queue Tree and Simple Queue together.

my configuration like you but just queue tree. CPU usage maximal 15-20%
so check.... /ip firewall export (I think there is mistake from your firewall filter)
