is FAN working normally when you are running RouterOS?

what version of RouterOS you are running, try to install newer if it is not the latest using netinstall tool.

Yes, fan working normally when running RouterOS. When shutdown, fan RPM its higher, about 100% RPM, and never shutdown.... have got unplug AC power

Version
-RouterOS 5.12
-RB firmware 2.39

router does not have ACPI calls, so when turned off, you have to unplug it to cut the power.
