From this document:
http://routerboard.com/pdf/327/rb493ugA.pdf
Cooling Fan Connectors
You can connect up to four fans to the RouterBOARD RB493, but only two of them will work at a time.
JP1,JP2 are 3,3V. JP3,JP4 is the same voltage as received by the power jack. You can only use one pair of fans (ie. JP1 + JP2 or JP3 + JP4). It is recommended to use a 12V PSU for the RB device, and JP3,JP4 headers with 12V cooling fans.
Only one of each pair will work at the same time. If you connected all four fans, JP1 and JP3 will work together. Or JP2 and JP4.

Two same-voltage fans will not work at the same time. Only one from each voltage type.

Pattern 1

JP1, JP2 and JP3 NOT CONNECT
only depending on JP4.
situation that does not work.

Pattern 2

JP1, JP2 and JP4 NOT CONNECT
only depending on JP3.
situation that works.

Is it normal?
