Can the RB433AH be powered by POE device ex: Ubiquiti toughswitch? what voltage?
What other RouterBoard can be powered by POE (pasive)? I got RB750G and RB750, can they be powered by POE ?

2nd Question

How many users RB433AH can handle? for PC (havey users) and Smartphones ( hotspot, lite users)

all your named routers can be powered via PoE. The usual Mikrotik 12 - 28V supply can be used for them. If you use RB433AH with a lot of wireless modules, 24V would be better as it would provide reduced power loss over the cable. (Only few high-power rack mountable routers made by MikroTik are not PoE-in capable.)

You have to see power specification of your PoE switch. You can look into RB260GSP (Gigabit) or RB750UP (100Mbit) as standard power sources for RouterBOARD equipment.

Regarding your second question it varies wildly as it purely depends on your bandwidth requirements you want to provide to your customers. (all through wifi?)
