Best equipment and configuration for switched network

Hello,

We have large switched network with >1000 clients and >200 switches (8 port TPLink switches).

We have 2 Mikrotik CCR-1036.

The network is separated into 15-20 lines, and each line is connected into separate LAN port or SFP port in CCRs. On each port we have PPPoE server. I had problem with an IP level conflicts where some clients were activated DHCP server into network and other clients get's IP addresses from them. I solved this problem by running hotspot on all LAN ports and setting dhcp servers to have highest priority. With that client's can't see each other.

It's mixed Fiber and Lan network. But each client is connected trough switch.

The other problem is Layer 2 conflicts, I am having big problems when some of the clients have some malicious software installed and they are blocking the PPPoE server and it's resulting to an 651 PPPoE error. Same problem exist when some of the cheap routers gets broken and for some reasons it's blocking the whole network resulting with 651 error on PPPoE client.

This is connectivity problem. I am also having hardware problems.

When we have some storm or even just raining a lot of our switches gets broken.

Can someone provide any solution for my problems?
