I am trying to setup a wireless network and i intend to use a RB951Ui-2HnD mikrotik router to power a picostation M2 via the POE out port.

Please is this safe (i saw a post that said plugging a picostation into a mikrotik poe "fried" it) and will it work considering the electrical details of the devices

i  offer you that do not  it.

If you supply your RB951Ui with 15V, it will probably work without problems.
But if you put the original Mikrotik 24V adapter to work, you will probably fry your Picostation.

Picostation can work up to 24v but first radios where delivered with 15v POE adapters. After some time, all radios had 24v adapters. So it will work.

It may work but IMHO supplying 24V to a device running at UP TO 24V has some risks, depending on how they engineered the power converter in the device. These wall warts are not to precise, so you may get a +10 voltage on the power supply, a -10% voltage tolerance on the device...
In my opinion, it is best to supply the devices in the mid range of their accepted power range, and never on their upper limit.

Anyhow, if they supply the Picostations with 24V power adapters, it is probably safe and will work.

Could you bring some arguments against it? Passive PoE generally works between Mikrotik and Ubiquiti devices as long as voltage requirements are met, since both companies use the same approach (I wanted to say standards, but that would be an overstatement).
