Problem with simple queues?

Hi, I got an Mikrotik home router RB951G-2HnD with firmware 3.0 and I have problem.
We live in sharehouse with 3.5MBit ADSL line. It was impossible with BT Homehub5 checking who eating a whole line.
I made a simple queues, so everybody at house have 2MBit download. First week worked all wery well but
problems started again. I recognize that user

eating whole line again and simle queues for that notebook not working.
When he went away I did speedtest and his notebook eating 3.5Mbit i have no idea why, becouse he is setted up to 2Mbit :(
I double checked his IP and MAC address, on his notebook is right, 192.168.6.252 ***********:CA:0F

try to set the rate limite of that user by limiting his band in ip dhcp-server lease

First every mac devices you want to uses make static in dhcp-lease last got to dhcp-server option set dhcp pool to static
Set ip pool how much ip you want
In firewall nat masquerades ips you want they use and then go to queue set ip and just change max download and max upload

Mazyaar in dhcp pool I made all static as you said already three weeks ago
I forgot to wrote here, sorry

laith that is good catch, I had no idea about that option, I made it right now
but this doubled up his simple queue, I see his name two times. is this ok?

yesterday I made at the end of my simple queues new queue> 192.168.6.0/24 with max speeds 64k/64k
so I think that all other ip's not in queue list had 64k connection. I'am right?
after this change and few hours I see his notebook back at the right ip address
but I am still confused why I did not sow him like a new device in DHCP leases...
