I have setup a router with two AP's wlan1 (private network) and wlan2 (hotspot).

I wish to manage bandwidth per Hotspot user as in link below which looks pretty straightforward

I also wish to limit the total bandwidth on wlan2 (hotspot) in order to guarantee bandwidth to wlan1 and ethernet users.
Most of the information I can find on bandwidth management is on QOS protocol or user specific.

What would be the simplest way to guarantee general bandwidth on private network (wlan1 & ethernet) or limit total bandwidth of all traffic on wlan2 (hotspot)?
