Controlling a local wireless interface on an RB2011 CAPsMAN as a CAP

I've never used CAPsMAN before today, so I've probably overlooked something simple.

On my RB2011UiAS-2HnD-IN I installed the wireless-cm2 package and enabled the CAPsMAN Manager. Then on an RB951Ui-2HnD on the same network I installed the same wireless package and enabled CAP with the interface set to wlan1, certificate set to request and discovery interface set to ether1. The wireless interface showed "managed by CAPsMAN", and a few seconds later showed the configuration underneath.

Since the RB2011UiAS-2HnD-IN CAPsMAN also has a wireless interface, I want to use it and have it controlled by CAPsMAN. I set CAP to enabled and selected the wlan1 interface. The interface now shows "managed by CAPsMAN", but it hasn't shown up under CAPsMAN -> Interfaces like the RB951Ui-2HnD does. I tried entering the manager's address under "CAPsMAN Addresses", but it didn't work. It doesn't show any basic configuration underneath the managed by CAPsMAN comment.

What have I done wrong?
