What TX power for a SXT wiht 1000mW?

What value can I set to the All rates fixed setting if the device has 1000mW?
And if it has 1600mW?

always use default, unless you want to significantly decrease it

But that I must know what values to use.

If I have to set to default
I can't connet.
I'm about 4 meters away from the AP.
If I set the value to 25 fixed rates I can connect.
is 25 less or more than the default power?

Why not to use regulatory domain and finetune the antenna gain value?

In wireless - frequency-mode - regulatory-domain - Limit available channels and maximum transmit power for each channel according to the value of country
