Tried to install new wifi-qcom-ac-7.13.2-arm.npk to test it with my cAP ac devices, but came across with inability of setting country.
Tried it via winbox and cli.
But getting errors --failed to set country and --country locked, using

That error indication already shows where the problem might be.
Is that device effectively country locked ?
In that case you will not be able to change it.
What model is being shown on the label ?
Were you able to change country before moving to 7.13 and qcom-ac driver ?

- cAP ac (International) supports 2412-2484MHz and 5150MHz-5875MHz range (Specific frequency range can be limited by country regulations).
- cAP ac-US (USA) is factory locked for 2412-2462MHz, 5170-5250MHz and 5725-5835MHz frequencies. This lock can not be removed.

Where can i check if it is international or not? I guess it is international.
Device was officially imported, and it works fine with wireless package.
My hAP ac2 device successfully upgraded to 7.13.2 with wifi-qcom-ac-7.13.2-arm.npk package installed and there wasn't such problem.

Yes.
So it should indeed be international version since there is no -US behind that model name.
Looks like something went wrong with upgrade to 7.13 then.
A couple of things to try...
1- I would create a supout.rif and send it to support so they can check where the problem might be. To be honest, this is the first time I see this (I don't read all posts but if it was more common, the forum would be swamped with reports)
2- I would suggest a netinstall to version 7.13.2 so you are sure there is nothing left behind from the past which may cause this problem (netinstall does format almost the complete storage area before applying the package).
So it should indeed be international version since there is no -US behind that model name.

I have 2 caps and both have same error. Do you still advise to netinstall them or should I directly send ticket to the support?

Both if they experience the same behavior.
Netinstall one.
Make supout on the other and wait for response. Or if netinstall worked, handle this one too after sending out supout.

Netinstall did the trick!
Now there is no problem with setting up the country code and the main goal achieved Before update to wifi-qcom-ac-7.13.2-arm.npk it was max ~250Mbps.
