i want to connect and power my CRS106 using Poe-in RJ45
=> No Power
If i connect and power a CRS310-1g-5s-4s+in using the same source RJ45 cable
=> Power on OK

Read the specs. Both devices use different POE schemes.
CRS106 PoE In = passive POE 11-30V
CRS310: PoE in = 802.3 af/at 18-57 V
What works for one, may not work for the other depending on the power source you give them.
E.g. typically 802.3 POE is 48V or about. CRS106 does not accept that voltage.
