Disable bandwidth limiting on local networks

I have a server running 5 hotspots on 5 different interfaces connected to different local networks.
When users attempt to access internet, they get authenticated and rate limit get set.
I expect this rate limit to only be for for internet access (external network) not the local networks.
So, How do I create rate limit that will only work for the Public interface so that when users access local ftp servers, they can make use of the LAN bandwidth.

i would recommend looking into your queue trees, and perhaps moving your hot spot users onto there as well, that way you can set the limits on the local interfaces for ftp and http to 200mb or unlimited.

Not sure thats what you after, but that would be where i would start
