-both site modems static ip,
-stie 2 lt2tp enabled, pool made, secret made, profile made
-l2tp client from site1 dials and creates a tunnel to site 2 and i can access the computes on stie 2.
-enable ipsec and get (phase1 negotiation failed due to time up 192.168.2.xxx[500]<=>103.91.103.xxx[500] 5c6x01xx9fbbcb3e:b74x9171xx0a253a)
-both sides 750gr3
-pass ipsec-esp(50) ,50,1701,500 rule on firewall filter
wireguard works
sstp works

another site with same config check the ipsec settings everything is the same.

is it the isp?? or am i missing some config

Need to enable logging for "ipsec,debug" and post the results here for both sites.
