260GSP "short circuit"

i have 2 rb260gsp that i took to power my links. both behave the same - they don't turn on more than 1 lan port at a time.
i have a hardwired passive poe HAP on the terrace - powered by POE IN and then 4 devices connected to each lan port - and they work fine but are limited to 100mbits.
now that i have faster internet, i wanted to upgrade to gigabit, but 260gsp is not working.
inside the house i have a mikrotik power brick 24V 2.5A that is going in a gigabit poe injector and powering a HAP on the terrace.
other 4 devices are: sxt2, disc5ac, disc5, ac2.
as soon i connect more than 1 of those devices to the 260gps, the red lights start flashing and web gui say "short circuit" . there is no short circuit.
for test i borrowed a ubiquiti nanoswitch (always-on passive poe 4 ports) and it worked perfectly.
why? and how to force or hardwire the gsp? on the HAP i have soldered cables to each lan port on pins 4,5, 7,8 so they always have power. i can't do that on gsp because it's gigabit.
