I am using L009 license level 5, os 7.4 is the version

After configuration, when users use the rough credentials to login, it will give a response that the Radius server is not responding, but when they login with the right credentials, it will log them in, What could be the issue. Again, the userman is only available through winbox, i can't access it via Broswer.
please help me out
